When creating steering, get on top of the vehicle and make sure they're facing left.

How to make a very small car

First, make a very small base that can have four tires on it, then add a small engine on the front. Have the driver seat in the middle. Connect (engine to wheels, wheels to seat, seat to engine.

How to use the Physics Changer

First, you get the Physics Changer in your inventory, then you select it in your hotbar. While in hand, press the build button. It will show you a menu in the center of your screen, you can nudge or twist it left, right, up and down.
